President Barack Obama has just finished giving a speech called the State of the Union speech before Congress today (13/2).
State of the Union speech is a speech once a year, usually at the beginning of the year, which describes the condition of the United States and expressed plans of government agenda.

EMPLOYMENT
- Increase minimum wage to $ 9 per hour, from the current $ 7.25 per hour at the end of 2015. But keep the minimum wage in line with inflation.
- Spend $ 1 billion to create a network of 15 manufacturing institutes across the country. Three of them will be launched this year by the Department of Energy and Defense to help universities, community colleges, and the private sector. The rest require Congressional action.
- Invest U.S. $ 50 billion for infrastructure, including $ 40 billion of urgency to repair the broken bridge.
- Ask Congress to support the construction program worth U.S. $ 15 billion for rehabilitating vacant or displacing properties and have been confiscated.
- Host "Select USA Investment Summit" to match overseas business with local governments to attract investment and business from abroad
- Encouraging exports by launching trade negotiations with the EU and completing the Trans-Pacific Partnership.
- Establish a "Promise Zones" in 20 communities to provide intensive technical assistance through existing programs and other opportunities to create jobs.
TAX
- Urge Congress lowered corporate taxes. Establish a special tax rate lower for manufacturing.
- Establish a "offshoring tax" that taxes minimum on overseas profits in order to encourage domestic investment.
- Increase research and development tax credit and make permanent. It also requires the approval of Congress.
ENERGY AND CLIMATE
- Started "Energy Security Trust" that funding from oil and gas royalties to be used for research vehicles fueled electricity, gas, and biofuels.
- Urge Congress to make the tax credit permanent and production policies can be cashed back as an incentive. Convincing of a growing renewable energy doubled in 2020.
- Incentives are increasingly reaching a peak for the states that have policies to improve energy efficiency, which seeks to cut energy not used by homes and businesses by half within 20 years.
- New policy to encourage the private sector to invest in transportation, power grid, oil and gas.
EDUCATION
- Working with Congress and supporting states to provide children aged 4 years to get universal access to pre-school.
- Provide incentives for the high school-high school redesign educational systems with an emphasis on "real world learning" classes including technology, science, and engineering.
- Tighten accountability in colleges and universities receiving government funding.
